In 2015, Li Keqiang presided over the executive meeting of the State Council. The participants discussed and studied the issue of accelerating the "going out" of China's equipment for two hours.
The meeting on that day deployed to accelerate the "going out" of Chinese equipment such as railway, nuclear power and building materials production lines, promote international production capacity cooperation and improve the level of cooperation. Li Keqiang said that China's economy has grown up in the process of globalization. Opening up, like reform, is our only way.
Li Keqiang reviewed the situation when he signed a capacity cooperation agreement with Kazakhstan more than a month ago. Kazakhstan originally followed the "conventional routine" to export energy and agricultural products to China, but Li Keqiang lost no time in proposing that China and Kazakhstan should carry out in-depth cooperation on the "Guangming Avenue" plan of local infrastructure construction projects. Finally, on the basis of the original cooperation agreement, the two prime ministers "overweight" finalized a "big order" for capacity cooperation worth US $18 billion.
"Kazakhstan is short of public goods and hopes to increase investment and promote infrastructure construction. But they don't have any domestic cement, flat glass and other production lines. So I suggest that instead of buying finished products from us, we should go to the local area and build factories directly," said the prime minister, "Kazakhstan is very happy to hear it, because China's export of production lines has not only helped them develop the real economy, but also promoted their industrialization process."
